Transforming a Former TxDOT Site into a Signature Austin Community
Entitlement Through Build Out of a 76-Acre Infill Development
BGE provided services from initial entitlement to build out of a 76-acre infill multiuse project located at the corner of Bull Creek Road and 45th Street in north central Austin. The site, a former TxDOT facility, was built out on all sides with Shoal Creek, a major creek, running along the east side.
The project included single family detached condos, townhomes, condo blocks, multifamily apartments, retail, and office space. Signature elements include a park preserving several heritage trees and a pedestrian suspension bridge across Shoal Creek.
BGE assisted with the entitlement process, including meeting with neighbors, negotiating with the City, and attending numerous meetings throughout the process. BGE also completed the preliminary work to determine the scope of offsite improvements needed, including a major water line extension and roadway improvements.

The project utilized innovative water quality systems in the form of rain gardens in conjunction with a traditional wet pond and regional detention. The Grove Signature Park retained many fully mature heritage oak trees, several in excess of 30 inches, while providing an amphitheater on the side of the wet pond.
Bull Creek Road was upgraded along the entire frontage of the project to urban standards per the City of Austin. A new hybrid pedestrian signal and a new traffic signal were installed, and the existing intersection and signal at 45th Street were upgraded. Drainage was also improved throughout the site.
