Collin County continues to experience tremendous growth, and the newly opened segment of the Collin County Outer Loop (Segment 3C) marks a major milestone in supporting the region’s long-term mobility. BGE served as the lead engineering partner for this critical 8-mile, 500-foot-wide new-location corridor between Custer Road and U.S. 75, advancing it from early planning and final design through construction management.
BGE Drives Mobility Forward in Collin CountY
The Collin County Commissioners Court and the Collin County Toll Road Authority (CCTRA) were pleased to announce the completion of Segment 3C of the Collin County Outer Loop, which officially opened to the public on Friday, November 7, 2025.
The Commissioners Court recognized BGE and the construction team for delivering this segment ahead of schedule. The acknowledgment highlights the strong collaboration between the County, BGE, and all project partners.
“We’re tremendously excited to open this new segment of the Outer Loop,” said Chris Hill, Collin County Judge. “This roadway will improve mobility and reduce travel times across the fast-growing northwest corridor of Collin County. I’m grateful for the hard work and dedication of everyone who helped make this project a reality.”
A Vision Built for the Future
According to Brian Reinhardt, PE, Managing Director, NTX/AR Transportation Systems, who led the project’s planning and schematic design:

The success of this project—opening early and positioning the County for long-term mobility—reflects detailed planning, strong coordination, and true dedication from the entire team. BGE’s Engineering Expertise
BGE led a comprehensive effort from early feasibility through construction. Our work began with alignment studies to identify a preferred route using constraints that included environmental, utility corridors that included major high-voltage transmission lines, and the acquisition of new right-of-way for the corridor. From there, BGE developed the full
schematic design for a 500-foot-wide controlled-access facility with frontage roads and ramps across approximately eight miles of new terrain. BGE, led by Lexcen Grosshuesch, PE, then performed final design and developed the construction plans for one of the two-lane frontage roads. Scott Hutchins, PE, BGE’s construction management team, worked with the contractor to build the project that led to an early opening to traffic.
The ultimate buildout includes:
- 10 mainlanes
- 4/6 frontage road lanes
- On/off ramps and seven grade separations
- Major FEMA-regulated crossings at Honey Creek and the East Fork of the Trinity River
- Numerous minor drainage and structural improvements
Complex Challenges, Collaborative Solutions
Delivering this project required close coordination with multiple agencies, developers, and adjacent engineering teams, including:
- The City of McKinney
- North Central Texas Council of Governments (NCTCOG)
- Adjacent segment 3W engineer (an adjacent consultant design team)
- Major landowners and developers, including those in Trinity Falls and Colmena Ranch
- Numerous utilities
Significant challenges were overcome through collaboration and technical precision, particularly:
- Matching property corners and planned thoroughfares within rapidly developing communities
- Optimizing FEMA floodway structures through detailed hydrologic and hydraulic analysis
- Ensuring compatibility with the City of McKinney and Collin County’s long-range planning
- BGE also coordinated a NEPA-like environmental document through NCTCOG, providing all constraints data, impact assessments, and project details needed to support environmental clearance.
