Jason Miller, PE, Joins BGE as Director for Land Development Services 

Houston, TX – We’re excited to share that Jason Miller, PE, has joined our Houston office as Director of Land Development Services. With over 28 years of engineering experience in the public, private, and industrial sectors, Jason offers outstanding leadership, technical skill, and a deep understanding of handling complex projects 

Jason’s diverse experience spans a broad spectrum of infrastructure projects, including municipal utility districts, coastal resiliency programs, intermodal rail yards, petrochemical expansions, master-planned residential communities, and critical urban utility systems. Jason has successfully led projects for high-profile clients such as ExxonMobil, Perry Homes, Thermal Energy Corporation (TECO), and the City of Houston.  

Among his most notable accomplishments is the $350 million expansion of the ExxonMobil Baytown Olefins and Chemical Plant, where he oversaw planning, utility relocations, drainage channel redesign, and the installation of security infrastructure that met Homeland Security standards. He also managed the design and execution of the Lakeshore master-planned community, featuring a wetland-spanning bridge, a dual box culvert beneath a Union Pacific rail line, and over a dozen residential sections. Additionally, Jason directed the underground utility upgrades across the Texas Medical Center to support hospital infrastructure – completing the project with zero service interruptions in one of Houston’s most sensitive corridors.  

Jason’s proven ability to coordinate across multiple disciplines, jurisdictions, and stakeholder groups enables him to deliver high-impact infrastructure under accelerated schedules while optimizing resources and adhering to budget targets. His background as a former Assistant City Engineer and longtime MUD District Engineer provides firsthand insight into municipal operations, capital planning, and long-term development strategies.
