(Frisco, TX) – We’re excited to welcome Wendy Starkes, PE, to BGE as a Senior Project Manager.
Wendy brings more than 26 years of transportation experience and a distinguished career with TxDOT, where she has led roadway design, construction, and maintenance programs while servicing communities across Texas.
Throughout her career, Wendy has successfully managed complex transportation projects, focusing on delivering safe, reliable, and fiscally responsible infrastructure solutions. Prior to her retirement from TxDOT, Wendy served as Area Engineer in the Atlanta District, where she directed operations across three maintenance offices and led a team of 65 employees. In this role, she oversaw approximately 10 active construction projects valued at $146 million, including CEI projects, while fostering strong partnerships with local governments, consultants, contractors, and community leaders.
Wendy spent nearly a decade as Maintenance Engineer in the TxDOT Atlanta and Tyler Districts, where she managed a $59 million operational budget and helped align maintenance investments with both near-term priorities and long-range transportation goals. Earlier in her career, she held progressively responsible positions as a Construction Engineer Inspector, Transportation Engineer, and Traffic Design Engineer, building a comprehensive understanding of transportation infrastructure from planning and design through construction and maintenance.
As BGE continues to expand its transportation capabilities, Wendy’s deep understanding of transportation project delivery, TxDOT processes, and stakeholder engagement will further strengthen our ability to serve clients and communities across Texas.
